Z39.50 server MVP - scope of work

For MVP the focus is on query handling, pulling MARC from SRS, and collating holdings information from the holdings/items structures. Post MVP will deal with Instance records with no underlying MARC records.

Initial scope document for a lightweight Z39.50 server for FOLIO. This is intended to help define scope for UXPROD-560, and the initial implementation needed for Round II libraries, and how much further do we need to go for subsequent libraries.
