Holdings locations should start at the library level

The locations in the holdings response are:

<localLocation>Asa Packer Campus</localLocation> --> which is a campus
<shelvingLocation>Linderman Library</shelvingLocation> --> which is a library

They should be:

<localLocation>Fairchild Martindale Library</localLocation> --> which is a library
<shelvingLocation>Fairchild - 6th Floor - North</shelvingLocation> --> location within the library

I wasn't sure what priority to make this. I used P1 because it is blocking us from moving forward with ILL testing. If that is not the correct priority please feel free to change.
