Search and filter finance records using tags

Note: Reference to the Finance dashboard has been removed from this issue as per UXPROD-699. Searching and filtering by tag will take place directly in the three pane layout of the finance app.

Problem: Finance app user often needs to quickly access information like what is available, allocated and unavailable for a specific cross section of Funds. As waiting for custom reports can mean you don't receive the information until the opportunity to acquire certain material, for example, has passed by.
