Tags central searching & filtering

UXPROD-654 : we have effectively implemented the backend for the first scenario but we don't have functionality for the second. Estimate: XL. note: "assumes and includes an estimate for a mechanism to register modules which use tagging functionality so it's possible to drill down to the records that use the specific tag". This story does not call for any measures to prevent tag removal or show tag statistic thus XL rather than XXL. The frontend doesn't have much precedent for showing "detail" records from different apps outside the context of the original app (e.g. a single tag applied to an invoice, a vendor, and an inventory record) but we face a similar problem in the codex where there are records from multiple sources. If we solve it there, that would work would likely assist us here, or vice versa.
