E-Resource usage data: Report management

How much an resource has been used during a specific time period is a key piece of information for deciding on which resources are valuable to a library and its members. Information about the use of electronic resources is often available from the providers of the electronic resource.

This Epic represents the requirement to be able to gather COUNTER-formatted usage data from external sources (vendors and aggregators) via SUSHI protocol or manual upload, to enter basic non-COUNTER statistics, to store all reports and to be able to identify reports needed by other applications to calculate specific statistics and to provide these apps with the data.
