Manage claiming letter template for use in claiming workflow

Current situation or problem: Claim information must be sent to vendors from a given institution. Each institution will need to update the template to include an appropriate header and footer. Potentially even determine what order fields will be included in the letter

Allow for the creation of a single claiming template in settings

Allow this template to be used in claiming funcitonality defined by UXPROD-1845

Library of Congress includes a specific heading in claim letters and orders that are sent in PDF form via email or otherwise.
