010 Validation

Current situation or problem: 

• The 010 $a serves as a main identifier in both bibliographic and authority records, therefore, it is important that it remain unique and of a valid structure in the system.
• The construction of LCCN generation (for both NACO contributors and LC) can be managed in other systems, but there may be an opportunity to generate within FOLIO according to the specific structure/rules

Questions

• Is there a use case for allowing multiple 010 fields despite it being a non-repeatable field in the standard (unlikely)? If yes, add to MARC validation work (ability to customize validation rules). If not, add non-repeatable validation in quickMARC prior to this work.
