Fee/Fine permissions - Update "Users: Can create, edit and remove fees/fines" permission

Overview: We need to update Users: Can create, edit and remove fees/fines (ui-users.feesfines.actions.all) to include view access to the Overdue Fine Policy and Lost Item Fee Policy, as viewing those policies is needed functionality for managing fines.

Actions:

Update ui-users.feesfines.actions.all to include the ability to see the name and click the link for the overdue fine policy and lost fine policy from Users > Fee/Fine > Fee/Fine details, if those policies are part of the account.

Update ui-users.feesfines.actions.all so that users can view the policies in the Settings app:

Settings > Circulation > Fee/fine > Overdue fine policies
Settings > Circulation > Fee/fine > Lost item policies
