Description
Current situation or problem:
When an item is checked in at a service point assigned to its effective location, its status changes to Available. This can confuse patrons, who might assume that the item is already on the shelf.

- Creation of Recently returned item status and related pieces in Inventory

- Loan behavior - that should be handled in UXPROD-527

- Emma Boettcher originally lumped the item status and circulation behavior into one feature - UXPROD-527. But the item status work would be done in Inventory and handled by another PO at this point, so I've split it so this feature goes first and then UXPROD-527 goes next.
