Capture more notice process errors in circ log (mod-notify, mod-sender or mod-email)

Current situation or problem: UXPROD-2385 will capture and add notice process errors to the circulation-log that happen within mod-circulation and mod-feesfines. However, those modules also utilize mod-notify, mod-sender and mod-email as well as others and those errors do not percolate up to mod-circulation or mod-feesfines and so those are not logged in the circulation log.

In scope

• Capture notice processing errors within mod-notify, mod-sender, mod-email so that they are exposed to users in the circulation log.
