    Description

      Update from Holly on July 23, 2021:  This is impacting Cornell (and other sites, I'm sure), so we have come up with a thin-thread that is described in new tickets CIRC-1187 and UIU-2229.

      Current situation or problem: Inactive or expired users fail at check out, as expected. This feature adds an override option, similar to what happens now when a patron is prevented from checking out due to an item or patron blocks. Inactive or expired users do NOT fail when renewing. This feature renews the
