Handle Checkout of Local Item Requested by Local Patron via INN-Reach

Current situation or problem:
Depending on INN-Reach system configuration, it may be possible for patrons to request item from their local library via INN-Reach. In this case, a local request for the local item and patron would be created, but an INN-Reach transaction for the request also exists. To properly terminate the INN-Reach request, the Central Server must be notified when the requested items is checked out to the requesting patron.

In scope

• A method to notify the INN-Reach module(s) when items are checked out.
• Logic to evaluate checked out items for associate with an outstanding INN-Reach request and notify the Central Server when necessary.

Proposed solution/stories
When the status of the associated FOLIO request transitions to Closed - Filled, a message should be sent to a message queue (eg. PubSub/Kafka) to which the INN-Reach module(s) can subscribe and evaluate the request as needed.
