      This problem can be worked around by not using duplicate institution codes when setting up your tenant.

      Current situation:

      • If you create institutions with duplicate codes and then tie circ rules to those institutions, FOLIO gets confused and applies the wrong policies
      • Background:
        • In early 2019, locations were added to Circ Rules
        • Due to real-estate constraints, the designs for this feature relied heavily on codes
        • Because codes were not previously very functional, they did not have a uniqueness constraint (i.e. it is possible to create institutions, campuses and libraries with non-unique codes and then use them in circ rules)
        • According to testing, creating circ rules for institutions with non unique codes causes items to get the incorrect policy at check out
          • NOTE:
            • Duplicates are unlikely to be problematic for circ rules associated with the campus or library levels because the circ rules UI considers the complete string in the editor when replacing the name by the UUID. So "I1>Camp" and "I2>Camp" are seen as different because I1 and I2 are different.
            • Duplicates are not an issue for circ rules associated with the (shelving) location level because it is not possible to create duplicate locations

      In scope:

      1. Adjust the circ rules UI so that, when you select an Institution, the institution Name is displayed as well as the Code. Because Institution names are unique, this will eliminate ambiguity when institution codes are duplicates.

      Proposed solution/stories:

      • Adjust the circ rules UI so that, when you select an Institution, the institution Name is displayed as well as the Code
