UXPROD-258: the "edit" and "merge" permissions are interesting because if we are implementing those operations through mass-edit (and that's the assumption in UXPROD-257) the user effectively needs permissions to edit tagged records. Are we okay with a solution where those permissions need to be explicitly assigned to the user (otherwise the edit/merge operation fails) or do we need to resort to some "module permission" magic?

Description

Assign permissions to tag functions, e.g.

Allow a user to view a central tag list, but not add/delete/change tags on that central list
Allow a user to create tags for the central list
Allow a user to delete tags from the central list (as long as they are not assigned to any records)
Allow a user to edit tags in the central list (change)
Allow a user to merge tags in the central tag list

This would be phase 2 of tags development
