Description
When the item is checked in we should check if there are any unfilled requests associated with other items within the same instance. If they are the existing request should be associated with the newly returned item.
This feature is a continuation of the work started in UXPROD-1982 and will concentrate on enabling "Moving requests" and "Reordering queue" functionality that is available for Item Level Requests and was disabled in the initial implementation of Title Level Requests-Light that re-arranges the queue when the item becomes available.
