Download stored reports for a range of several month (CSV, CoP 5)

Report CSV download is also needed for the new COUNTER release 5 reports.

Scope:
eUsage app will (at this stage) only harvest COUNTER master reports and not single report standard views. Master reports contain all information and can be filtered to form every pre-defined view.

SPLIT from UXPROD-2039:
for a range of several months

Those master reports are harvested and stored as JSON files.
For usage by librarians, they need to be downloadable as CSV files.
