Notify user of all fees/fines owed (summary statement)

Purpose: To allow administrators to send a patron a notice that summarizes all of the fee/fines that they current owe.

Description: This would require a template to be defined as well as a new set of conditions, such as patron with outstanding fee/fines over a certain threshold. At this state, I see two potential design paths forward - either a report to be run from the users module or a trigger set in a notice policy that would be a fee/fine status change for patron with amount owed of a threshold defined.
