Refactor "Settings (<NAME>): Display list of settings pages" permissions

Every module has this permission but it is almost useless. If a module has multiple settings permissions then settings menu options will be enabled if one of them has been granted. The only case when this permission is useful is when module settings has single configuration option. Then this "Display list of settings" enables this menu option. Fro example "Settings (agreements): display list of settings pages" enables ERM option on the Settings menu.
