Move the "Agreements, E-resources" menu options to the "Search & filter" panel

Filip has suggested that the Agreements and E-resources menu should be moved to the "Search & filter" panel to:
1. be consistent with the e-holdings "Providers, Packages, Titles" menu.
2. move towards removal of the additional header in the Agreements app, which contains the "Agreements, E-resources" filter and the Basket.

Additional considerations:

• we had originally planned to have a third option in the menu "Dashboard". If this is still planned it will need to be accessed from elsewhere.
• an additional suggestion from Filip is for the basket to become a popover app which can be used across apps.

The attached wireframe shows where the menu would be moved to, and the basket as a popover app.
