Description

Purpose: Streamline the process of opening orders and enforce an optional approval step.

Acceptance Criteria:

An "Open" order button appears on pending orders that fulfill the necessary criteria
Enforce order approvals exists as an option in order settings that requires an order to be approved before it is opened
Opening an order adjusts the workflow status and POL statuses accordingly
Have a permission to approve orders
