This is tangentially linked to ~~UXPROD-1791~~. It allows an institution to specify which GOKb installation is to be used to populate the Agreements internal KB. This information is currently hard coded in code, meaning it is difficult to (e.g.) switch from using a test GOKb installation to the live GOKb installation.
