      Description

      Download reports stored in the DB as COUNTER-styled CSV. As the reports are stored as JSON files, this means there needs to be a transformation from JSON to CSV.

      Probably to be split for after q1 release:
      CSV-COUNTER reports normally do not cover only one month but several, usually one year, January to December. Therefore there needs to be a configuration for the month to be included in the downloaded CSV.
