      Description

Purpose: Display of usage statistics previews in the FOLIO ERM apps need to be optional, so that the feature is not disruptive to users not managing COUNTER data in FOLIO. We need to provide a mechanism to allow users to enable/disable the feature as a whole, as well as individual reports. This story will require more detail, but is dependent on decisions that have yet to be made (see UXPROD-1266).
