Module Agnostic API for creating Purchase Orders

Purpose: The FOLIO systems will the ability to accept orders from other modules and
systems. In order for institutions to work efficiently with multiple vendors.

High Level Requirements: "Ability for a FOLIO library to connect via API to allow for orders to be processed by FOLIO, regardless of vendor (e.g., Harrassowitz, Casalini). This is critical to allow for real-time acquisitions. If there are generic requirements, libraries can communicate these to vendors and they can use the specifications to set up real-time acquisitions. Relates to UXPROD-678
