Changes needed to location and page of Fee/Fine Policies: Lost Item Fees

Hi Kimie. A while back you decided the Fees/Fines Policies: Lost Items Fees pages for me. They are located in Google Drive at https://drive.google.com/drive/folders/1HAiNpl02XCI_UIrdnFDRsC5lor0wIljS?usp=sharing

We decided today that the Lost Items Fees need to be in Settings->Circulation, not in Settings->Users (just like Overdue Fines). As such, I believe some changes are needed to make Overdue Fines fit in in their new home. Instead of 4 columns as we were proposing in Users, Circulation consistently uses 3 columns as shown in attachment Loan-Policies.JPG. The actual data entered is on its own page as shown in attachment New-Loan-Policy.JPG. We will also need to add "Overdue Fine Policies" to the list show in attachment Settings-Circulation.JPG.

Also, I have made some changes to the actual content of the Lost Item Fees, as show in attached mock-up Changes-2-Lost-Item-Fee-Policy.jpg.
