Override non-circulating loan policy

As a circulation staff member, I want to be able to override the loan policy for non-circulating items, so that I can provide better customer service for exceptional patrons.

Mockups

1. Mockup - alert that non-circulating loan policy applies
   • Title of modal: Item is not loanable
   • Text of modal: <Title of item> (<material type>) (barcode: <barcode>) is not loanable according to <title of policy> loan policy.
   • Controls for modal:
     • "X" to close in upper left corner

       • when clicked, triggers Override window in Mockup 2
     • Close
       • when clicked, exits the window without checking the item out
