Designate UI designers to review modals

• An app's modal to determine if the UI aligns with UX pattern outlined here (https://ux.folio.org/docs/guidelines/ux-patterns/)
• An app's modal to determine if the UI aligns with style outlined here: https://ux.folio.org/docs/guidelines/style/
• Document any rules/requirements that need to be defined that are not defined at this time (e.g. errors etc.).

Expected Outcome:

• Begin a process for UI designers to review Apps
• Begin a process for how we can ensure/manage towards consistency going forward
