UX: Update Fee/Fine Owner to add Associated Service Points

Now that we are adding automated fees/fines, we need to know which locations are associated with which Fee/Fine Owners. The easiest way to do this appears to be with Service Points. We need a way to associate a Fee/Fine Owner with one or more Service Points. Holly has created mock-ups of how this might work within the current design, but Kimie might have a better idea. It is fine to remove the date/time stamp as this table won't be changing much.
