UX: Create mock-up for Waive Fees/Fines

In addition to the Waive Fee/Fine page/modal, we need the following:
1) Confirmation modal (e.g. confirm that user wants to partially waive 30.00 of lost item fee)
2) Success toast (e.g. for waived partially and waived fully)
3) Error modal (e.g. when user enters waive amount of 90.00 but only selected to waive 70.00)
