Tweak Language and Display When No Proxy and Permissions Are Found

Purpose: To bring consistency to the language and display for when there are no proxies or permissions are found. This is going to be the UX pattern for what to display in similar situations going forward.

Scenarios:

1. Scenario
   • Given the view and edit modes of a user record
   • When there are no proxies and/or sponsors found
   • Then display "No proxies found" or "No sponsors found" as shown in the below linked mockups
2. Scenario
   • Given the view and edit modes of a user record
   • When there are no permissions assigned
   • Then display "No permissions found" as shown in the below linked mockups
