Overdue loans report (fine/fee fields)

Purpose: Include amount of fees/fines on overdue loans report.
Story: As a circulation staff member who handles billing, I want to know which overdue loans have already had fees/fines assigned so that I don't repeat work or assign too many fees/fines to an item.
