Users App: Active/Inactive user status filter UI updates

Several months ago, Users app changed how a user can filter active and inactive users. Users have found the current implementation [single checkbox = 'Include inactive users'] confusing.

This requirement will be to restore prior implementation on

• Users App : Search & Filter pane
• Find Users plug-in

Requirement

1. remove Include inactive users filter
2. Replace with two filters under Status : active | inactive
3. Replace column header label Active with Status on the Results List

Acceptance Criteria
Given I click 'active' under Status on Users app Search & Filter pane or Find Users plug-in Search & Filter pane
When I have selected no other filters
AND have not entered any query
Then return only users with status = active

Given I click 'inactive' under Status on Users app Search & Filter pane or Find Users plug-in Search & Filter pane
When I have selected no other filters
AND have not entered any query
Then return only users with status = inactive

Given I click 'active' under Status on Users app Search & Filter pane or Find Users plug-in Search & Filter pane
When I select other filters and/or enter a query
Then return only users with status = active and apply to the filters selected and/or query entered

Given I click 'inactive' under Status on Users app Search & Filter pane or Find Users plug-in Search & Filter pane
When I select other filters and/or enter a query
Then return only users with status = inactive and apply to the filters selected and/or query entered

Given I clicked inactive and active under Status on Users app Search & Filter pane or Find Users plug-in Search & Filter pane
When I select no other filters and/or enter a query
Then return all active and inactive users

Given I clicked inactive and active under Status on Users app Search & Filter pane or Find Users plug-in Search & Filter pane
When I select other filters and/or enter a query
Then return all active and inactive users that apply to the other filters selected and/or query entered
