Comment snippet missing from Fee/Fine History

While testing patron notices at http://folio-q1-2019-core.aws.indexdata.com, Holly came across this issue. Issue UIU-957 is related.

The test case that caused this error:

• Default Charge Notice and Default Action Notice are set to a patron notice.
• Used Charge & Pay Now to charge a manual fee/fine.
  • When charging fee/fine, entered both Additional Information for Staff and Additional Information for Patron.
  • When paying fee/fine, did NOT enter Additional Information for Staff and Additional Information for Patron.

Found error this way:

1. Went to CLOSED tab of Fees/Fines History (as shown in attached screen print Missing-comment-1.jpg).
2. Clicked on to view Comments snippet.
3. The message says (as shown in attached screen print Missing-comment-1.jpg).
4. There is actually only one comment, as shown in attached screen print Missing-comment-2.jpg).
5. The Comments snipped should look like this: (as shown in attached screen print Missing-comment-3.jpg).

NOTE: An issue is going to be created to change "Comments" to "Additional Information". That issue should be completed in conjunction with this.
