"Include inactive users" is hard-coded

The Status filter "Include inactive users" is hard-coded. This is not as simple as changing the filterConfig[0].values.name attributes to use <FormattedMessage> components because the value needs to be passed in as a string, not an object. That's gonna be tricky. Ordinarily we'd just wrap the whole component in injectIntl but this element, at present, is statically declared so we don't have access to props.
