Should not be able to charge new fee-fine from Closed Loans without "all actions" permission

Holly discovered this error while testing on http://folio-snapshot.aws.indexdata.com/. Without the "all actions" permission, she went to "Closed Loans" and noticed that the ellipsis option "New fee/fine" was not grayed out (as shown in the attached screen print New-fee-fine-from-closed-loans.jpg). Holly noticed that from "Open Loans" the "New fee/fine" ellipsis option was grayed out (as shown in the attached screen print New-fee-fine-from-open-loans.jpg).
