"All actions" permission should be able to see Patron Block details

    Description

      Holly discovered this error while testing on http://folio-snapshot.aws.indexdata.com/. Without the "all actions" permission, she went to "User Information" to view the Patron Block information for a patron. She could see that the patron has a block. but could not see what the block was for (as shown in the attached screen print Cannot see Patron Block details.JPG.
