Error occurs when user without "all actions" permission views FF Details

    Description

      Holly discovered this error while testing on http://folio-snapshot.aws.indexdata.com/. Without the "all actions" permission, she clicked on the Fee/Fine History row of a Fee/Fine to view the Fee/Fine Details. She received a system error as shown on attached screen print Clicked on FF History row to go to FF Details.JPG.
