Users: Cannot add addl info to new user without saving first

Summary: If I create a user and want to add proxy/sponsor, permission, or service point info, I have to SAVE the new user before I can begin adding that other info. That's annoying if I want to set up a new staff member, or if I am setting up a new user who is a proxy for someone.

Steps to reproduce:

1. Go to the User app
2. Create a new user
3. Now you want to add permissions for that user, but there's no permissions area in the new user setup form
4. Save the user
5. View the user details. Now there are sections for proxy/sponsor, permissions, and service points
6. Edit the user to add permissions.

Expected result: Should see areas to add proxy/sponsor, permissions, and service points when creating a new user (at least in the UI, and even if FOLIO has to do some work behind the scenes (like a pre-save) when you start to work on any of those additional sections of the user record.

Actual result: No way to view/edit those additional sections of the user record until you have saved the user record and then start to edit it.
