    Description

      Steps to repro:

      1. Logged into https://bugfest.folio.ebsco.com/
      2. Created a user, saved
      3. Edited the user to add one permission to the user and saved
      4. Navigated away and back again
      5. Edited the user record and scrolled down

      Expected: Buttons shouldn't overlay other page elements

      Actual: Add permission button is overlaying service points section
