Users: Permissions: "Settings (Check out): Display list of settings for Check out" not working

Steps to Repro:
1) Added "Settings (Check out): Display list of settings for Check out" permission only to a user
2) Logout / Login as this user

Expected:

• Should be able to view and edit the page at Settings > Circulation > Other settings
• Can we change the name of this page from "Other settings" to "Check out settings"? Everything on this page relates to check out (with the possible exception of audio alerts which may also relate to check in, but which aren't working anyway) It would be nice for the permission to match the name of the page.

Actual:

• "Settings (Check out): Display list of settings for Check out" doesn't confer any access at all (all I see is Settings > System Information as shown in attached screenshot)
• There is no way to give someone permissions to Settings > Circulation > Other settings (to be renamed Check out settings).
  • I gave the user all the circ settings permissions I could find
    
  • I was still not able to access the Other settings page
