Multiple fee/fine waive not shared equally in most cases

*strong text*While testing the Q4 2018 release at http://folio-snapshot.aws.indexdata.com, Holly noticed that UIU-634 Fix #3: If a staff member decides to partially waive two fees/fines, the "Waive amount" should be shared by evenly by the two fees/fines is fully fixed. Initially it seemed to be working in some cases, but now it doesn't seem to be working at all. Rather than hold up UIU-634, Holly created this new issue.

To re-create the problem:

1. Add 3 identical fees/fines for one patron--Holly added 3 charges of 12.00 each for purchasing a USB drive (see attached screen print Step 1 - patron has 3 open fees for purchasing usb drives.jpg).
2. Within Fees/Fines History, select all 3 of the identical fees/fines to waive together (see attached screen print Step 2 - select to waive some of cost from each usb drive.jpg).
3. Change Waive Amount to 12.00 so that you are doing a partial waive of 12.00 for 3 fees fines (as shown in attached screen print Step 3 - waive 4.00 from cost of each usb drive.jpg). This should result in 4.00 being waived for each of the 3 identical fees/fines.
4. Instead of 4.00 being waived for each of the fees/fines, the entire 12.00 was waived for one fee/fine (as shown in attached screen print Step 4 - entire 12.00 was waived for one usb drive.jpg).

Second example:

1. Add 3 fees/fines with the same Fee/Fine Type, but different Billed amounts--Holly added 3 charges for purchasing a USB drives, all for different amounts (see attached screen print Example 2 Step 1 - patron has 3 open fees for same item with different amounts.jpg). Within Fees/Fines History, select all 3 of the identical fees/fines to waive together.
2. Change Waive Amount to 25.00 so that you are doing a partial waive of 25.00 for 3 fees fines (as shown in attached screen print Example 2 Step 2 - waive 25.00 across 3 fees of 60.00 total.jpg). This should result in 8.33 being waived for 2 of the fees/fines and 8.34 for one.
3. Instead of 8.33 being waived for 2 of the fees/fines and 8.34 for one, 10.00 is waived for one and 15.00 for a second, and nothing is waived for the third (as shown in attached screen print Example 2 Step 3 - waive only shared between 2 fees.jpg).
