Should not be able to add manual fee/fine for 0.00

While testing the Q4 2018 release at http://folio-snapshot.aws.indexdata.com, Holly was able to create a manual fee/fine for 0.00 (see attached mock-ups). The amount must be > 0. If the amount is not > 0, please display the error message "Enter an amount greater than 0".
