Hide Request Buttons and Disable Request Links When User Doesn't Have Permissions

    Description

      Purpose: The current implementation of the Requests section on Users is functional (see UIU-677 for the details). However, if you have the "Users: View requests" permission but you don't have Requests: All permissions, then the items that are otherwise links to requests should just be plain text. And you shouldn't see a button to Create a request if you don't have the ability to do so.

      Scenarios:

      1. Scenario
        • Given User A has "Users: View requests" but not "Requests: All permissions"
        • When the User record is viewed
        • Then:
          • On the view mode of the user record:
            • The Open requests link should be plain text
            • The Closed requests link should be plain text
            • The Create request button should not be visible
          • On the Loans page:
            • "Request queue" should not be an option in the ellipses action menu
          • On the Loan details page:
            • The Request queue date element should not be a link
