Fix consistency error with Cancel Fee/Fine modal

    Description

      The fee/fine designer has pointed out some inconsistencies between the Pay/Waive/Cancel Fee/Fine modals.
      For Cancel Fee/Fine, the following correction is needed:

      1. Remove the fee/fine type from the "success toast" (as shown in attached mock-up Cancel-Success-Toast-Partial.jpg)
