Fix consistency errors with Waive Fee/Fine modal

The fee/fine designer has pointed out some inconsistencies between the Pay/Waive/Cancel Fee/Fine modals.
For Waive Fee/Fine, the following corrections are needed:

1. Make number and amount bold in top line of modal (as shown in attached mock-up 1-Pay-Fee-Fine.jpg)
2. Change spacing and alignment of form elements:
   • Labels for "Total owed amount", "Selected amount", "Pay amount", "Remaining amount" (as shown in attached mock-up WaiveModalFormattingChanges.jpg)
   • Form field elements (inputs) for money/numbers should also be right aligned (as shown in attached mock-up WaiveModalFormattingChanges.jpg)
3. Move the buttons from the left side of the modal to the right (as shown in attached mock-up 1-Pay-Fee-Fine.jpg)
4. Remove the fee/fine type from the "success toast" (as shown in attached mock-ups 3-Success-Toast-Partial.jpg and 4-Success-Toast-Fully.jpg)
