Add User Information Fee/Fine section display fields: Remaining open fees/fines and link to All fees/fines

In addition to the number of open fees/fines, supervisors want to know the total amount of fees/fines owed (see attached mock-up fee-fine accordion update.png).

Currently it looks like this...

...and we would like for it to look like this...

99 open fees/fines will continue to link to the Open tab of Fees/Fines History
99 closed fees/fines will continue to link to the Closed tab of Fees/Fines History
View all fee/fine will link to the All tab of Fees/Fines History

(Total: 999.99) will be the total amount remaining for the total open fees/fines--it will not be a link.
