Number of tags should update simultaneously in 3rd and 4th panes

Overview: Optional high-level description of problem

Steps to Reproduce:

1. Log into FOLIO-testing or FOLIO-snapshot-stable as diku_admin
2. Click Users
3. Find a user and add a couple tags to it
4. Check the number of tags in the 4th (tags) and 3rd (user details) pane

Expected Results: The number of tags in both the 3rd and 4th panes should update simultaneously and accurately when tags are added to or removed from the record.

Actual Results: The number on the 4th pane increments/decrements properly, in real time. The number in the 3rd pane only changes when 1) you refresh the screen or 2) you display a different user and return to the first user.
