Partially/fully paid fees/fines that are Cancelled because they were created by mistake or a lost item was found later are not automatically refunded

If a partially/fully paid fee/fine is selected to be cancelled, a refund should automatically be issued for what has been paid before the entire amount is cancelled. Refunding logic has not yet been built.
