Edit User Detail Record: Display Send a create password email link (Frontend + Backend)

As a Folio System Administrator
I want the ability to set up a Folio user account and send an email to that user to setup a password for access

Requirement

• If the username and email fields have been saved then display a Send a create password email link.
• If the username field has not been saved then do not display a Send a create password email link.
• Create a password email (UIU-519) should be sent immediately once the link is clicked.
• Confirmation modal should display

• The modal message will confirm that the create password email was sent to the <email address on the User record>
• The modal message will also display the link generated in case the staff administrator prefers to send the link his/herself
• Clicking Copy button should copy the URL and an indication that that the "Link has been copied" should display below the Link

Acceptance Criteria

Given User A's username and email address have been saved
When I edit User A's record
AND s/he has never set a password before
Then display the Send a create password email link

Given User A's does not have a saved username
When I edit User A's record
Then do not display the Send a create password email link
