ui-users seems to not declare dependency on mod-configuration

Just learned in a back-end meet that we're about to submit a changed mod-configuration while probably increasing the version a major.

Looking through the various UI modules's dependencies on "configuration", it seems ui-users uses mod-configuration but doesn't publish that dependency.
